Swollen Rings

Why?

In certain people, the lower eyelids are “full” because the fat at the level of the eye obstructs and permanently distends their skin.

This phenomenon is different from swollen eyes first thing in the morning.

The only possible treatment of these “full” rings is surgical: this is surgery of the lower eyelids, which is also called blepharoplasty.
